Background
The Honorable Immigration Judge Leila Mcneill Mullican earned a Bachelor of Arts in 2005 from John Brown University, a Master of Public Administration in 2008 from Cornell University, and a Juris Doctor in 2011 from the University of Missouri Columbia School of Law. Commissioned as a judge advocate in the U.S. Navy in 2011, she served as a legal assistance attorney and defense counsel at Defense Service Office Southeast in Norfolk, Virginia, and later in appellate and advisory roles with the Navy-Marine Corps Court of Criminal Appeals and the Office of Military Commissions. From 2016 to 2020 she served as a staff attorney at the U.S. Court of Appeals for the Armed Forces in Washington, D.C. She is a member of the District of Columbia Bar and the Missouri State Bar.
