Background
The Honorable Immigration Judge Devin A Winklosky earned a Bachelor of Science in 1993 from the U.S. Naval Academy, a Juris Doctor in 2000 from the University of Pittsburgh School of Law, and a Master of Laws in 2005 from the Judge Advocate General's Legal Center and School. From April 2025 to April 2026, he served as counsel at Nelson Mullins Riley & Scarborough in Pittsburgh. From November 2020 to April 2025, he served as an administrative judge with the National Appeals Division, U.S. Department of Agriculture. From August 2018 to November 2020, he was of counsel at Porter Wright Morris & Arthur, and from August 2014 to October 2018 a litigation attorney at Jones Day. From May 1993 to October 2014, he served on active duty in the U.S. Marine Corps, retiring at the rank of lieutenant colonel, including as a trial judge with the Navy-Marine Corps Trial Judiciary. Judge Winklosky is a member of the Pennsylvania Bar.
