Background
The Honorable Immigration Judge Paul E Stephan earned a Bachelor of Arts degree in 1973 from the University of Southern California and a Juris Doctor in 1976 from Southwestern Law School. From 2023 to 2026, he served as a temporary criminal judge with the Orange County Superior Court, and from 1998 to 2023 he was a senior partner at a law firm specializing in trial advocacy. Earlier in his career he maintained a private municipal law practice from 1984 to 1998 and served in judge advocate and deputy district and county attorney roles from 1977 to 1986.
