Background
The Honorable Immigration Judge Luciana Dubuc earned a Bachelor of Arts in 2011 from Central Connecticut State University and a Juris Doctor in 2015 from the University of Massachusetts School of Law. From October 2025 to January 2026, she served as a deputy chief counsel with the Office of the Principal Legal Advisor (OPLA), U.S. Immigration and Customs Enforcement, in Boston. From December 2016 to October 2025, she served as an assistant chief counsel with OPLA in Boston, New York, and Harlingen, Texas. From February 2016 to December 2016, she was a private immigration attorney at the law office of Mills & Bor in Providence, Rhode Island. She is a member of the Massachusetts Bar.
