Background

The Honorable Immigration Judge Jean M Kilker earned a Bachelor of Arts in 1983 from the University of Rhode Island and a Juris Doctor in 1989 from California Western School of Law. From 2021 to 2025 she served as chief of the General Law Division at the Department of Homeland Security Office of Inspector General. Earlier in her career she served as a naval attorney and judge advocate and as a deputy district attorney in Orange County, California (1989-1991).
