Background
The Honorable Immigration Judge William Van Wyke became an immigration judge in March 1995, serving at the New York Immigration Court and later at the detained immigration court in York, Pennsylvania. Before joining the bench, he spent approximately nine years pioneering the legal representation of Central American refugees before the immigration courts in Washington, D.C., and Baltimore, beginning that work in the early 1980s soon after passage of the Refugee Act of 1980. He authored a 1992 article, 'A New Perspective on Well-Founded Fear,' published in the American Immigration Lawyers Association conference handbook.
