Background

The Honorable Immigration Judge Terexa Fan earned a Bachelor of Arts in 1998 from the University of California, Irvine, and a Juris Doctor in 2002 from Loyola Law School, Los Angeles. Before joining the bench she served as an assistant general counsel with the Defense Health Agency at Naval Hospital Camp Pendleton, California (2024-2026), a remote claims attorney for the U.S. Navy, and an assistant inspector general for Navy Region Southwest at Naval Weapons Station Seal Beach. She also served as a special assistant U.S. attorney for the Southern District of California and spent years as a judge advocate on active duty in the U.S. Navy and in the U.S. Navy Reserve. She is a member of the State Bar of California.
