Background
The Honorable Immigration Judge Robert P Owens earned an undergraduate degree in 1972 from DC Teachers College, a master's degree in 1974 from Federal City College, and a Juris Doctor in 1978 from Antioch School of Law. From May 1994 to February 2006, he served as an assistant chief immigration judge in the Office of the Chief Immigration Judge. His earlier career included positions as assistant general counsel with the Immigration and Naturalization Service, assistant corporation counsel for the District of Columbia government, trial attorney with the People's Counsel, and regional attorney with the U.S. Commission on Civil Rights.
