Background
The Honorable Immigration Judge Rafael Ortiz-Segura earned a Bachelor of Arts in 1976 and a Juris Doctor in 1979, both from the University of Puerto Rico. He was appointed as an immigration judge in January 1994, initially serving in San Juan, Puerto Rico, before transferring to the Orlando Immigration Court in May 1997. From 1988 to 1994 he worked as a general attorney for the former Immigration and Naturalization Service in San Juan, and he is a member of the Puerto Rico Bar.
