Background
The Honorable Immigration Judge Mark Carter earned a Bachelor of Arts in 1996 from William Carey College and a Juris Doctor in 2001 from the University of Mississippi. He served as a prosecutor in Hancock County, Mississippi from 2014 to 2026, and as a judge advocate in the U.S. Army and the Mississippi Army National Guard from 2002 to 2025, holding the rank of colonel. He was appointed a temporary immigration judge assigned to the New Orleans Immigration Court.
