The Honorable Immigration Judge Louis J. Luba Jr. was appointed as an immigration judge to begin hearing cases in July 2026. Judge Luba earned a Bachelor of Science in 1989 from the Rochester Institute of Technology, concurrent Juris Doctor and Master of Public Administration degrees in 1993 from Syracuse University College of Law and Maxwell School of Citizenship & Public Affairs, and a Master of Arts in 2012 from American Military University. From 1995 to 2025, he served in various positions within the Connecticut Division of Criminal Justice, including supervisory assistant state’s attorney in the Windham Judicial District, senior assistant state’s attorney in the Windham and New Britain Judicial Districts, and deputy assistant state’s attorney in the Special Investigations Unit/Statewide Prosecution Bureau of the Office of the Chief State’s Attorney. Judge Luba served in the U.S. Coast Guard Reserve from 1996 to 2016, attaining the rank of commander, with assignments as a judge advocate in the First Coast Guard District and at Coast Guard Headquarters, as well as executive officer and deployable specialized forces liaison roles, including combat deployment in support of Operations Iraqi Freedom and Enduring Freedom. Judge Luba is a member of the Connecticut Bar and the New York State Bar.
