Background
The Honorable Immigration Judge Andrew R. Arthur earned a Bachelor of Arts in 1988 from the University of Virginia and a Juris Doctor in 1992 from the George Washington University School of Law. He served as an attorney advisor with the Office of the Chief Administrative Hearing Officer at EOIR (1992-1994), held various positions with the former Immigration and Naturalization Service including assistant district counsel in Baltimore and San Francisco and associate general counsel in Washington, D.C. (1994-2001), and was counsel to the U.S. House Judiciary Subcommittee on Immigration, Border Security, and Claims (2001-2006). He was appointed an immigration judge in November 2006 and sworn in at the York Immigration Court; he is a member of the Maryland Bar.
