Background
The Honorable Immigration Judge Richard J. Douglas earned a Bachelor of Arts in 1982 from the University of South Florida and a Juris Doctor in 1984 from American University. From May 2021 to April 2026, he served as an assistant chief counsel with U.S. Immigration and Customs Enforcement in Houston; earlier he served as a presidentially appointed deputy assistant secretary of defense from 2006 to 2009, as a senior U.S. Senate attorney for the Foreign Relations and Intelligence committees from 2000 to 2005, as a Department of Justice trial attorney from 1998 to 2000, and as a U.S. Foreign Service consular officer from 1986 to 1994. A Navy veteran who retired from the Navy Reserve as a lieutenant commander, he is a member of the State Bar of Texas.
