USCIS officers may deny an application outright when the required initial evidence is missing or does not show eligibility, without first sending a Request for Evidence or a Notice of Intent to Deny. The Policy Manual states that issuing one is not required by regulation, with limited exceptions. Officers may still choose to ask — but you can no longer count on it.
