Shahid describes fear spreading well beyond the countries named in the order and questions whether the chaotic rollout was itself intended to signal a harsher new direction.
The discussion connected a national constitutional crisis to specific people at UM and throughout Montana. Shahid's role was both legal and interpretive: helping clients understand rapidly changing rules while explaining to the public how policy uncertainty itself could be used to intimidate immigrant communities.
