Montana Public Radio explains the Supreme Court's decision striking down LR-121's remaining reporting requirement and reviews the services the law would have restricted. Shahid Haque says the measure was intended to send a coded message that immigrants were not welcome in Montana, even though its wording also threatened people with lawful status.
