Reuters reports that a Montana judge invalidated LR-121's immigration-screening system because immigration regulation belongs to the federal government. The decision barred the state from creating its own definition of an illegal immigrant, while leaving a limited reporting provision in place. Shahid Haque said the remaining provision was no longer objectionable because Montana could not make the underlying status determination.
