The Great Falls Tribune reports that Bruce Norum, Montana's senior ICE detention and deportation official, forwarded Shahid an email endorsing a loyalty test for Arab and Muslim Americans. Because Norum exercised authority over detention, bond, and removal decisions, Shahid filed civil-rights complaints asking whether religious or racial bias had affected his official work.
The incident was both personal and institutional. Shahid was a U.S.-born Muslim attorney required to work regularly with Norum's office, while Norum held power over immigrants whose liberty and family unity depended on impartial decisions.
