The Great Falls Tribune follows Carlos Rivera, a University of Montana business student facing deportation to Mexico after living in the United States since age six. Shahid explains that, absent congressional action on the DREAM Act, Rivera had no clear legal route to remain in the only country he remembered as home.
Rivera's case gave Montana readers a concrete view of the population later commonly called Dreamers: young people brought to the country as children who grew up, studied, and worked here but had no ordinary path to legal status. The story appeared three years before the federal DACA program created temporary protection for some people in similar circumstances.
